League City is looking for contractors to overhaul aging equipment at the Dallas Salmon Wastewater Treatment Plant, with bids due Sept. 23.

The city published a notice to bidders Friday, Aug. 21, for the project designated CIP #WW2103C. The work includes replacing fiberglass launders in the plant's aeration basins with stainless steel, swapping out stop gates at the clarifier distribution splitter box, installing a new belt press wash water booster pump system and making electrical switchboard modifications.

Each aeration basin handles 4.5 million gallons per day on average and up to 12 million gallons at peak flow.

A companion bid published the same day covers a separate lift station rehabilitation at the same plant (CIP #WW2103B), with an identical Sept. 23 deadline.

Neither bid notice includes a public cost estimate. The city's capital improvement program lists a broader $18.5 million UV disinfection replacement project at the same plant, but that work is on a longer timeline with design not expected until fiscal year 2028, according to the city's League City Listens project hub.

Pre-bid conference effectively mandatory

The notice labels the Sept. 8 pre-bid conference "optional" but states, "Failure to attend will bar Bidders." The conference begins at 2 p.m. at the Johnnie Arolfo Civic Center, 400 W. Walker St., followed by a site visit at the plant, 703 N. Wisconsin Ave.

The deadline for written questions is 5 p.m. Monday, Sept. 14. The city said it will not be responsible for any verbal communications and that all inquiries must go to the Purchasing Department in writing.

Recent council action

City Council approved a $57,824 contract with Pump Solutions, Inc. at its May 26 meeting for repair and installation of re-lift pump No. 4 at the same plant. Director of Public Works Jody Hooks oversaw that agreement, approved as Resolution No. 2026-95.

Senior project manager Jaime Dino is listed as the city's point of contact for Dallas Salmon improvements. Marcos Garcia, also a senior project manager, handles the plant's pump and SCADA work.

Bid documents are available free at leaguecitytx.gov/bids.aspx and CivcastUSA.com. Bidders must register on CivcastUSA to download plans and specifications. Proposals can be submitted electronically through PublicPurchase.com or as sealed hard copies delivered to the Office of the Purchasing Manager, 300 W. Walker St. A 5 percent bid bond is required.

Bids close at 2 p.m. Sept. 23 and will be read aloud publicly. No contract award date has been announced.
