League City voters will choose a new state senator on Tuesday, Nov. 3, with Republican Dennis Paul and Democrat Shannon Dicely competing for the open Texas Senate District 11 seat.

The seat opened after state Sen. Mayes Middleton left to run for Texas attorney general, according to the Houston Chronicle's voter guide. The district covers Angleton, Baytown, League City and Galveston, spanning parts of Harris, Galveston and Brazoria counties.

Voter registration closes Monday, Oct. 5. Early voting runs Oct. 19–30 at four League City locations.

Paul, a structural engineer who founded Webster-based Paul Engineering Inc. in 2002, has represented Texas House District 129 since 2014. He is serving his sixth legislative session. According to his Texas House biography, Paul is the only licensed professional engineer in the Legislature and holds leadership posts including vice-chair of the House transportation funding subcommittee and treasurer of the House Republican Caucus.

His signature legislative work includes the creation of the Gulf Coast Protection District in 2021, which coordinates with the U.S. Army Corps of Engineers on storm-surge barriers for coastal communities. He also founded and chairs the Texas Legislative Aerospace Caucus and has pushed for development of Ellington Spaceport.

Paul ran uncontested in the March 3 Republican primary, collecting 62,963 votes, according to Ballotpedia.

Dicely won the March 3 Democratic primary with 74.7% of the vote, defeating Cameron Rollwitz. The Chronicle's voter guide lists her occupation as coordinator and notes she is a breast cancer survivor. Her stated priorities include family affordability, supporting public schools and expanding Medicaid. Both candidates answered policy questions in a Community Impact Newspaper Q&A.

Early voting hours are 8 a.m.–5 p.m. Oct. 19–23, 7 a.m.–7 p.m. Saturday, Oct. 24 and Oct. 26–30, and 1–7 p.m. Sunday, Oct. 25, according to Galveston County election records.
