Galveston County commissioners approved an engineering contract Monday, Aug. 3, to design flood mitigation projects funded by nearly half a billion dollars in federal money allocated to the region. It was one of several actions at the court's regular meeting that touch League City-area taxpayers.

The court awarded RFQ 26-098 for engineering services under the Texas General Land Office's Community Development Block Grant–Mitigation program. The contract covers project design, bid support, and construction oversight for flood reduction work across the county. The Houston-Galveston Area Council region, which includes Galveston County, received a $488.7 million allocation of CDBG-MIT funds through the GLO.

County Judge Mark Henry has repeatedly flagged the county's flood vulnerability. During Tropical Storm Arthur in June, Henry told Houston Public Media that Bolivar Peninsula residents "have flooding issues when there is no tropical system, just high tides and freshwater rainfall."

The agenda did not name the firm selected.

Official vote tallies have not yet been posted to the county's Legistar system.

Records archive fee

Commissioners held a public hearing and then adopted a records archive fee for the Galveston County Clerk's Office under state law. Texas Local Government Code §118.025 caps the fee at $10 per filing, and the revenue can be spent only on preserving and restoring the clerk's records archive. The exact dollar amount adopted was not listed in the agenda.

Softball fields contract

The court awarded a contract for softball fields at Ray Holbrook Park, 3000 Owens Drive in Dickinson, to the Dickinson Girls Softball Association, which already plays at the park.

  • Approved the San Leon Townsite Block 206 Partial Replat, which reconfigures four lots into two in unincorporated Galveston County.
  • Authorized an engineering agreement with Seacoast Surveyors, LLC for the Bayou Vista Drainage Analysis project.
  • Approved a budget transfer from General Fund reserves to cover Sheriff's jail healthcare contract invoices for the remainder of fiscal year 2026.
  • Selected nine public members and 31 alternates for the county's Salary Grievance Committee.
  • Honored the retirement of Lucy Elizabeth Smith from the County Clerk's Office, submitted by Precinct 2 Commissioner Joe Giusti.
  • Held a budget workshop discussion.
